Hartford Allan "Hal" Lewis was born in Wolsley, Saskatchewan on 13 May 1905. Lewis initially enrolled at the University of Saskatchewan in 1922, intending to become a dentist; but after two years in the pre-medical course, he transferred to agricultural engineering, convocating in 1928. In 1939 Lewis accepted his first appointment as a sessional lecture with the Department of Agricultural Engineering. From 1939 until his retirement in 1962, Lewis divided his time between teaching at the University and farming near Grey, Saskatchewan.
