Around 1979, a group of citizens in Regina, Saskatchewan became concerned with the housing problem faced by low income men living in downtown Regina. Men were being left homeless as the older downtown hotels were demolished as part of various redevelopment and revitalization projects. The Downtown Men's Housing Committee evolved into the Downtown Crisis Housing Foundation, Inc., a non-profit organization incorporated on June 4, 1980 pursuant to the Non-profit Corporations Act. The Foundation worked to locate suitable housing in downtown Regina for socially and economically disadvantaged men. The Foundation participated in numerous studies with assistance from the City of Regina; the Canada Mortgage and Housing Corporation (CMHC) and the Saskatchewan Housing Corporation. The Foundation recommended the construction of a 30 to 50 unit hostel in downtown Regina but the "Old Boys" hostel project was never completed.

The Downtown Crisis Housing Foundation, Inc. was governed by a board of directors, a chairman, a vice-chairman, a secretary and a treasurer. Classes of membership offered were active; resident and associate. The Foundation was struck from the Saskatchewan Justice, Corporations Branch Corporate Registry on January 31, 1989.
