Palma Annette Anderson was born on October 15, 1931 near Bulyea, Saskatchewan. She attended the Moose Jaw Normal School and later earned a Bachelor of Education degree from the University of Saskatchewan.

A teacher with Regina Public Schools throughout the 1970s and 1980s, Anderson was active in the Regina Public School Teachers' Association, the Saskatchewan Teachers' Federation and numerous other organizations concerned with women's and seniors' issues. Anderson volunteered for the New Democratic Party and also briefly for the Canadian Red Cross Society.
