James Wilfrid Gardiner was born on July 27 1924 in Regina, Saskatchewan to James Garfield and Violet Gardiner. His father became Premier of Saskatchewan. Educated at public schools in Regina, Lemberg, and later in Ottawa, he returned to Saskatchewan and enrolled at Luther College in Regina to further his studies. Returning to Ontario he attended Queen's University in Kingston, Ontario. In 1946 James married Margaret I. Hudgin of Kingston. They had five children, James Stirling, Margaret Norma, Mary Violet, Susan Christie, and Michael Edwin.

In 1946 he returned to Lemberg, Saskatchewan and started a career in business, first as a farmer and then as a general business agent. He was very active in the community affairs of his home town of Lemberg and held several high profile posts there. He was the Town Clerk, Secretary of the Lemberg School Board and Secretary of the Lemberg Rural Telephone Company.In 1948 and 1952 he was a candidate in the provincial election, but was unsuccessful in both. In 1956 he ran again and this time was elected to the Saskatchewan Legislature representing the Melville constituency, a post he held until 1967.

From May 22, 1964 till October 22, 1967 he held the portfolio of Minister of Public Works. Defeated in the 1967 Saskatchewan General Election, Gardiner entered the hotel business at Bienfait. He later operated the Regina Hotel in Regina. From January 1, 1968 till March 10, 1971 he was the Deputy Minister for Co-operation and Co-operative Development. Predeceased by his wife, Wilf Gardiner died October 3, 2002 in Regina, Saskatchewan.
